After several months of work, the experts involved in the “Mais Dados, Melhor Saúde!” project have converged on a common goal: to envision how Portugal can transform health data into useful, ethical knowledge that generates value for all. Their conclusions and recommendations will be presented on 27 March, between 09:00 and 13:00, at Culturgest, in Lisbon.
This scientific initiative by Instituto Superior Técnico, through the Centre for Management Studies of Instituto Superior Técnico (CEGIST), under the coordination of Rafael Pires Miranda, our Researcher, developed with technical support from IQVIA and backing from Roche, sought to answer a central question: how can Portugal create an effective, transparent model for secondary access to health data that is aligned with international best practice?
To this end, the experts analysed topics such as:
- institutional governance
- public trust and citizen protection
- operational transparency and sustainability
- technological infrastructure and data quality
From this collaborative work emerged 20 strategic recommendations, organised into five key dimensions to ensure coherence, clarity and an integrated vision of the proposed model. The result is a robust roadmap to enable Portugal to build a modern and trustworthy framework for secondary access to health data—one that can foster research, accelerate innovation and improve the care provided to citizens.
