Summary

More Data, Better Health (Mais Dados, Melhor Saúde) is grounded in the recognition that the secondary use of health data represents a strategic opportunity for Portugal, at a time when the European Health Data Space (EHDS) is redefining the European framework for accessing, sharing and using health data. In this new context, the capacity to organize and add value to health data is no longer merely a technical or sector-specific matter: it takes on structural relevance for research, innovation, public-policy design and the competitiveness of the health system. In this seminar, the objectives of the initiative, academia-industry research environment, methodological options, main results of the 1st part of the initiative and preliminary results of the 2nd part are presented and discussed — showing how a constructivist and collaborative approach led to impactful and context-adjusted problem-solving in a pressing matter of national health data policy.

 

Speaker's bio

Rafael Pires Miranda is an integrated member at CEGIST and an assistant professor (tenure track) at the Department of Engineering and Management (DEG) of IST. He earned his PhD degree in Engineering and Management at IST, with a final classification of “Pass with Distinction and Honour”. His PhD research, in a corporate environment within a collaboration between CEGIST and Siemens Healthineers, focused on "Developing Approaches for Continuously Monitoring and Evaluating Integrated Remote Care Interventions". He also holds an MSc degree in Biomedical Engineering from IST. Rafael also gained professional experience as a Business Intelligence (BI) Developer at CUF Hospital Group (2018-2020) and at the Enterprise Services department of Siemens Healthineers Portugal (2021-2025). Rafael's research interests encompass decision analysis under uncertainty and risk, value-based BI, and group work facilitation, with applications to health policymaking and health technology assessment. He is the scientific coordinator of "Mais Dados, Melhor Saúde", an initiative aiming to contribute to the development of a national model for secondary access to health data in Portugal. Additionally, he authored 5 scientific publications in top “Health Policy & Services” journals and teaches “Engineering, Decision, and Public Policies”, “Engineering Project Management” and "Risk Evaluation and Management", receiving the IST Excellence Pedagogical Award for two consecutive years. He won the ULisboa – redeSAÚDE 2024 Prize for Best Doctoral Work in the field of Health Systems / Entrepreneurship / Digital Transition and was one of the 12 finalists of the 2025 Três Minutos de Tese na Universidade de Lisboa competition.
