Summary

Our research has developed a theory of multicriteria decision-making under conditions of uncertainty, utilizing a possibilistic approach and fuzzy set theory. This theory allows for the integration of quantitative and qualitative information into multicriteria models to generate robust decisions, considering that conventional optimal solutions are not applicable under uncertainty. Instead of searching for optimal solutions, we focus on eliminating dominated solutions, thereby reducing the uncertainty regions. The method encompasses the processing of quantitative and qualitative data, converting preferences into homogeneous information for decision-making in fuzzy environments, and constructing scenarios that integrate qualitative and quantitative information. We evaluate the consequences of decisions, including risks, to produce robust multicriteria solutions. This approach has been applied in various areas, such as strategic and operational planning. A notable example is its use in addressing the post-disaster challenges of Chernobyl, suggesting broad practical applications in different fields.
